The documents disclose a dispute between IRGC commanders, including Commander-in-Chief Hossein Salami, and the head of the Program and Budget Organization, Massoud Mirkazemi. The disagreement arises from Mirkazemi’s alleged refusal to allocate the necessary funds.

 

These revelations undermine the regime’s claims of insufficient funds to address the country’s economic crisis and the financial struggles faced by its citizens. The disclosed documents indicate a significant diversion of resources toward suppression and further cement the regime’s prioritization of control over the well-being of its people.

The document outlines the shortage of equipment in the IRGC and Faraja units, estimating the immediate requirement to be at least 10,000 billion tomans for cars, motorcycles, military equipment, clothing, individual gear, and operational costs.

The report lists various universities, including the University of Tehran, Shahid Beheshti University, and Alzahra University, along with their proposed solutions and required funds.
