Escalating civil unrest in Iran has led the ruling clerical regime to reinforce its security measures, as revealed by recently leaked internal documents from the Presidential Organization.

The Ministry of Intelligence (MOIS) is seeking to acquire a 10,000-square-meter plot in Dalahu County, Kermanshah province, to construct a new intelligence facility.

This revelation is the latest from an extensive collection of classified documents that were obtained by “GhyamSarnegouni,” a dissident group that penetrated the Presidential Organization’s servers in May. Earlier documents indicated that the regime’s Vice President had sanctioned funding for an additional MOIS unit in Qazvin province.

Various official correspondence signals an intentional effort by MOIS to obscure the true purpose of the new construction. The covert strategy is particularly evident in areas where opposition and discontent against the regime are reaching record levels.

Another document, confidentially issued by the Presidential Office and the Management and Planning Organization of Kermanshah Province, asks for compliance with laws and regulations related to land transfer and construction of new buildings.

One of the leaked documents, from the Environmental Protection Organization, confirms the acquisition of the land plot for “necessary action.”

The Ministry of Intelligence has also directly appealed for the allocation of the plot for the construction of the Intelligence Headquarters and the deployment of operational forces. They have also requested an update on the transfer and sought official approval for the construction of the new Intelligence Headquarters.

In a confidential letter dated April 25, 2022, the Legal General Manager of the Ministry of Intelligence, Mohammad Hashemi, called for the swift transfer of the said property to the Intelligence Department of Kermanshah Province to establish vital infrastructure for national security missions.

Another letter from the Vice President's office reveals a decision to allocate 20 billion tomans for the completion of an Intelligence Headquarters in Qazvin province, stressing the need for prompt action.

The emerging narrative from these classified communications underscores the clerical regime’s prioritization of expanded security infrastructure amid escalating domestic opposition. The covert nature of these expansions, coupled with the secrecy emphasized in the communications, illustrates a regime under pressure and taking significant measures to bolster its security apparatus.
